All taxes, along with expenditures should be regularly reviewed to make sure the benefit contemplated when enacted, is still there today. State government should continue on the zero based budgeting process initiated by Governor Otter. Just as a family budget must be constantly reviewed to make sure revenue and expenses are in balance, government must also be in a constant state of review in order to maintain the proper equilibrium between needs and wants.
Each educational decision must answer the question: how can we make this action serve the best interests of the individual student?
My goal is to provide the opportunity for every student to experience educational success. Success is achieved when each individual is instilled with a love of learning. Individuals armed with a desire for learning, will win regardless of his or her individual capacity or career choice.
I will be an advocate for reducing spending. Government actions should positively promote economic growth. We must search for ways to limit growth of government spending, limit taxes and thus allow individual Idahoans to be the primary decision-makers regarding how to spend their money. Government must find ways to control its spending the way individual citizens do, particularly during these difficult times.
An important way government can encourage job creation is through minimization of regulations and taxes. It is also important for government to ensure the accessibility of good public services such as transportation and communication, along with the availability of a quality-trained workforce. Business must have low operating costs and assist in the maintenance of a good quality of life through schools, parks, air and water quality as well as quality recreation.
Our founders established our form of government after careful consideration based on study and experience. They were fearful of a strong central government with excessive power. One of the most important ways to control too much power at the federal level is for states to pursue proper federal government performance under the tenth amendment, protecting rights of the state and the people.
I cannot support amnesty for those who have illegally entered the United States. It is my opinion that our immigration system is out of control and must be fixed. It seems one sensible approach could be a guest worker program. A plan is needed that requires workers to enroll in an organized program in order to be employed in the United States.
Idaho has unique transportation needs because of our geography, climate and population spread. This makes transportation even more important in order to allow for proper development of our rural locations while ensuring they are adequately connected to our cities and towns as well as other states. Transportation funding, although very important, must be evaluated along with other important funding needs such as education.
